The answer is a sort out at the ministry of justice,(the Lord chancellors office of yester year) A monumental shake up of the C.P.S. and its opinions of what constitutes crime that should be prosecuted for its ''seriousness!!'' not for its ease of conviction to enhance figures. Lastly a serious look at policing in this country,or rather lack of it because uniformed personel are busy filling out paper - work Civys should be doing. who knows the coming shake up may do something.
